Electric buses are experiencing significant growth on a global scale, starting in China and gradually expanding to Europe, North America, and India. In 2025, registrations of battery-powered buses over 8 tons in Europe reached 11,607 units, representing a 48% increase compared to 2024. Zero-emission buses now account for over 60% of the urban bus market in the EU, while electric and charging models for passenger transport make up about 25% of the total market, including intercity lines.

Italy is witnessing a real boom — over 1,200 electric buses were registered in 2025, accounting for 30% of the total market and 65% of urban registrations. The Netherlands also recorded growth with over 850 new electric buses in the same year.

Forecasts indicate that by 2030, European roads could host up to 108,000 zero-emission buses and intercity lines, while the global market is expected to reach 670,000 units by 2027, up from 112,000 in 2022. Analysts at BloombergNEF predict that by 2050, 86% of the global bus fleet will be electric, highlighting the ongoing transformation toward sustainable and quiet urban transport.

These figures clearly show that the shift to clean, sustainable public transport is no longer a future vision but a reality that is reshaping urban mobility and driving innovation in transport systems worldwide.

Global market and growth
Electric buses are rapidly becoming a cornerstone of sustainable public transport worldwide. Cities and transport operators are accelerating the replacement of diesel fleets with battery-electric buses in response to climate goals, air-quality regulations and public demand for cleaner mobility. In Europe alone, registrations of battery-electric buses have exceeded 9,300 units, and annual growth continues to surpass 40%. By 2030, more than 100,000 zero-emission buses are expected to be in operation across the European Union.

What drives the transition?
The transition toward electric buses is driven by a combination of policy, technology and economics. Governments are introducing stricter emission standards and offering incentives for zero-emission vehicles. At the same time, advances in battery technology are increasing driving range and reducing charging times, making electric buses more practical for daily operations. Lower energy and maintenance costs further strengthen the business case.

Key benefits
Electric buses deliver multiple benefits for cities, operators and passengers. They produce zero local emissions, helping to significantly improve urban air quality and reduce greenhouse gas output. Their quiet operation lowers noise pollution and contributes to more pleasant city environments. From an operational perspective, electric buses have fewer moving parts than conventional diesel vehicles, resulting in lower maintenance needs and higher reliability.

Challenges and solutions
Despite the rapid progress, challenges remain. Charging infrastructure requires significant upfront investment, and fleet operators must carefully plan depot and opportunity charging solutions. However, these challenges are increasingly addressed through public funding programs, public-private partnerships and smart energy management systems.

Outlook
Electric buses are no longer a future concept – they are today’s reality in urban mobility. As technology continues to evolve and costs decline, their role in public transport will only expand. They represent a key pillar in building cleaner, quieter and more sustainable cities.

Italy’s procurement giant, Consip, has launched a high-impact tender worth €652 million, ordering 600 battery-electric buses to support urban and interurban routes. Source: sustainable-bus.com.

🚍 Fleet Breakdown by Type & Charging

Consip’s versatile specifications reflect a full spectrum of public transport needs:

Minibuses (5 m & 6 m): 70 units, plug-in charging – ideal for last-mile transit

Midibuses (8 m, 9 m & 10 m): 230 units, plug-in – suited for varied urban loops

Standard urban/interurban (12 m): 250 units total – 190 city buses + 60 Class II intercity buses, all plug-in

Articulated buses (18 m): 50 units – 35 plug-in + 15 pantograph-charged for quick top-ups

Why This Matters

It’s Italy’s latest push—after a 2022 tender for 1,000 e‑buses and a 2023 tender for 500 e- and hydrogen buses

Aligned with EU climate goals, it’s part of Italy’s National Recovery and Resilience Plan for decarbonizing transport

Between 2023–2024, Italy’s electric bus registrations surged, doubling market share: by early 2025, e-buses claimed 43 % of the >8 t segment

Peculiarities

Charging infrastructure: The tender omits explicit provision operators must fill that gap.

Cost per unit: With a unit cost nearing €1 million, bidders and observers are expected to scrutinise range, warranties, and operational specs .

Market impact: This tender could accelerate e-bus adoption across Italy, setting a precedent for other EU nations.

The Ministry of Education and Science has announced a public tender, which envisages the staged purchase of electric buses over the next four years, depending on the particular needs of each municipality. The expected total value of the bus purchase is BGN 23 million.

The public tender is divided into 10 separate sections depending on the type and size of the vehicles. The largest electric buses will have up to 50 seats. The smallest electric cars will have 4+1 seats, and the minibuses – up to 9 seats. The main criteria for selecting the electric vehicles supplier will be the optimal value in terms of price and quality, as well as the electricity consumption, the provided warranties and the delivery time.

Along with this, the Ministry of Education and Science continues to renew the diesel vehicles bus fleet, as electric ones cannot be used in all parts of the country, such as remote and mountainous areas.

With the inclusion of electric buses in the renovation of the bus fleet, the Ministry of Education and Science also complies with the European directive requirements for the promotion of clean and energy-efficient road vehicles.

Bulgaria is holding negotiations with the European Investment Bank (EIB) to finance a project for replacing the buses used in the country’s urban transport with electric buses. This was announced by Finance Minister Asen Vasilev, who attended the Bank’s Bulgarian annual results presentation, as reported by the Bulgarian National Television (BNT).

According to him, if the current traditional vehicles are replaced with electric ones, this would result in reducing several times their maintenance costs. This project financing could be conducted via the creation of a fund, which municipalities would be able to benefit from, under certain conditions.

In 2023, the EIB group, which includes the European Investment Bank and the European Investment Fund, has lent 1.1 billion euros for projects in Bulgaria. This is more than double compared to a year earlier. It is expected that the granted loans will generate over 5.4 billion euros of investments in Bulgaria. This money helped subsidize more than 8,000 small and medium enterprises.
